BOL Democratic Caucus Ready to Approve Astorino’s Source of Income Legislation
White Plains, NY – Even though County Executive Astorino has been invited to meet with members of the Westchester County Board of Legislators (BOL) at its Committee of the Whole Meeting on Monday in order to promote his Source of Income legislation, the BOL’s Democratic caucus announced today that it is ready to vote for its approval.
“For the sake of municipalities that need these funds, our best action at this point is to keep the County Executive’s legislation on a fast track,” said BOL Chairman Ken Jenkins (D-Yonkers). “While it’s important that any questions about the legislation are answered, the Board of Legislators should do everything possible to help the County Executive promote Source of Income protections for county residents and move into full compliance with the housing settlement.”
County Executive Astorino has been asked to speak with the BOL at its committee meeting to “cause the legislation to come into being,” as directed by the federal appeals court. Westchester County was notified by HUD that it would risk having $7.4 million in 2011 Community Development Block Grant funds reallocated if Astorino failed to take steps toward promoting Source of Income legislation by April 25, 2013. HUD has since declared that the County’s 2013 CDBG funds, now totaling $17 million, are also at risk.
A public hearing on Astorino’s Source of Income legislation will be conducted at the next regular meeting of the BOL on Monday, May 6, 2013.
“The Democratic caucus of the Board of Legislators has eight confirmed, rock-solid votes to pass County Executive Astorino’s Source of Income Legislation, as he submitted it,” said BOL Majority Leader Pete Harckham (D-Katonah). “I hope he will urge his supporters on the Board to stand up and be counted on the right side of history with their votes to approve this legislation.”
County Executive Astorino has indicated in writing that he will sign this legislation once it is passed by the BOL.
In June 2010, Legislators Jenkins, Lyndon Williams, Pete Harckham, Judy Myers, John Nonna, Bill Ryan, Alfreda Williams, Bill Burton, José Alvarado and Jim Maisano voted for the same Local law on Source of Income. Legislators Gordon Burrows, Michael Kaplowitz, Martin Rogowsky and John Testa voted against the law, however. Legislators Tom Abinanti and Bernice Spreckman were not present for the vote
