			<content:encoded><![CDATA[<p>Dear Readers:</p>
<p>What is an enabler?  It is one whose action, inactions or silence allows an action that is injurious to continue.  In personal life it is one who buys or gives money to an addict in order for them to purchase or score that which they are addicted to.  In politics it is one who stands by while something they in their hearts knows is wrong goes on.  You will find this when an elected official stands by while one of their own party is engaged in something not quite right and remains silent.  This in politics is the most common form of enabling. </p>
<p>We, in New York have two enablers in the United States Senate.  Senator Charles Schumer, who is safe for another four years and Kirsten Gillibrand who is up for re-election this year. Their mode of enabling is silence.  What are they silent about?  By constitutional authority the Congress and Senate must produce a budget every year.  Congress has done its duty when last year they passed their &#8220;Path To Prosperity&#8221; budget.  The Senate had blocked time and time again any consideration of this budget. They have not produced any alternative budget.  In fact they have not produced any kind of budget since April, 2009, almost one thousand days.  </p>
<p>This is direct abrogation of their constitutional duty.  Yet, both Senators Schumer and Gillibrand have remained silent while this President lies to the people about a &#8220;do-nothing&#8221; congress&#8221;. The Republican lead Congress has passed since they took control over 50 bills, including proposed budgets and the Senate has yet to take up any of them for consideration.  The truth is you have a &#8220;do-nothing&#8221; Senate.  That legislative body lead by the Democrats.  </p>
<p>While in a way Gillibrand can excused for her silence, after all she hides in Schumer&#8217;s shadow and does nothing on her own. Schumer, on the other hand, is the third most powerful member of the Senate and there is no excuse for his silence.  However their is an explanation.  It is called &#8220;politics&#8221;.  He, along with the rest of the Democrats in the Senate, knowing they have a complicit media, are hoping the public buys the template of &#8220;do-nothing&#8221;Congress.  Recent polls show they are not mistaken in this hope.</p>
<p>Media silence on the constitutional abrogation going on in the Senate have people believing that it is the congress that is doing nothing.  The template that the &#8220;tea party&#8221;, conservatives, right wing radicals, take your pick of invective, are blocking any kind of compromise.  Compromise is not on the table.  The Senate&#8217;s inaction proves that.  What the template really means is that the Republican will not give up their principals and give the Democrats everything they want.  </p>
<p>That is not compromise, it is concession, and the Democrats with the willing help of the media will accept nothing else.  It is time to return Kirsten Giilibrand to private citizen.  By her enabling, she has proved the Constitution has no meaning, only party loyalty has meaning.  You can put an end this year to a &#8220;do-nothing&#8221; Senate in November.  It is your duty to do so.  This is my opinion, you may beg to differ.</p>

<p>THE OSSINING LIBRARY FOUNDATION PRESENTS A JAZZY SATURDAY AFTERNOON CONCERT WITH TED DANIEL AND HIS INTERNATIONAL BRASS &amp; MEMBRANE CORPS.</p>
<p>(Ossining, NY) On Sunday, February 12, the Ossining Library Foundation will present Ted Daniel and his International Brass &amp; Membrane Corps. at 3pm in the Library’s Budarz Theater. An audience favorite, the Ossining resident and jazz talent returns to the Library with his band in celebration of Black History Month. Reservations are not required for this free concert. Doors open at 2:30 and seating is on a first-come, first-serve basis. The Ossining Public Library is located at 53 Croton Avenue in Ossining. <p>Trumpeter Ted Daniel grew up in Ossining, frequently collaborating with legendary guitarist Sonny Sharrock before studying music theory and composition at City College of New York. Daniel performed with a number of ensembles and jazz musicians including Brute Force, Archie Shepp, Dewey Redman, Andrew Cyrille, Sam Rivers, Billy Bang and Henry Threadgill, taught workshops and master classes throughout the United States as well as in Japan and Spain, and received a compositional grant from the National Endowment for the Arts before forming the International Brass and Membrane Corps. Daniel describes the IBMC trio as a “flexible and expandable creative music performance group,” utilizing brass instruments and a variety of percussion. </p>

<p>As a new county legislator representing Ossining, Briarcliff, Croton, Cortlandt and Peekskill, it is so important that I hear about the issues that matter to you.  That’s why I’m hosting two informal conversations with your neighbors (with coffee, of course) – February 4, 9:30am &#8211; 11am at the Black Cow in Croton and March 3 from 10am-12noon at the Peekskill Coffeehouse.</p>
<p>In every public service role in which I have served – as town supervisor in Ossining, as chief of staff to Assemblywoman Galef, as a member of the Ossining village board, or as a community volunteer &#8211; the greatest accomplishments have always come through  collaboration. Working together, we can find solutions, create opportunities, and build stronger communities.  I encourage you to share your thoughts, your concerns, and your ideas with me at any time.  As the legislator representing our communities, it is my job to make sure your voice is heard at the county level.</p>

<p>Recently, an account published by media outlets said that if Assemblyman Robert J. Castelli (R, C – Goldens Bridge) was re-elected in 2012, that “the seat would be his for 25 years.” </p>
<p>Notwithstanding the fact that Castelli (the sponsor of term limits legislation) has no plans to remain in Albany beyond his ability to serve effectively, that kind of longevity nevertheless may be guaranteed for many other lawmakers, thanks to decennial redistricting process, and the newly proposed district maps for the State Senate and Assembly.</p>
<p>“Ten years ago, the 89th Assembly District was gerrymandered,” Castelli points out. “And in one of those ironies of politics, it wasn’t gerrymandered to the advantage of one party or another, but more so to give one person in the same party a competitive advantage over another.”</p>
<p>Under the maps shared with lawmakers yesterday, Castelli’s 89th Assembly District is renumbered the 93rd Assembly District, and would add the town of North Salem, along with some adjustments to the district’s boundaries in the City of White Plains.</p>
<p>“In essence, the partisan gerrymandering remains,” Castelli said. “I believe there is still time for us to do better, though, because when politicians are choosing their constituents, instead of the other way around, it’s the people that lose.”</p>
<p>In testimony earlier this year to the Legislative Task Force on Demographic Research and Reappointment (LATFOR), the entity responsible for creating the maps, Castelli had expressed hope that a measure of independent redistricting could be accomplished “in the confines that exist, within the parameters of this Committee and our current Constitution.”</p>
<p>Under an independent proposal released by Common Cause, the 89th A.D. would shed the City of White Plains and the towns of New Castle and Mount Kisco, and instead be comprised of the current 89th A.D. towns of Bedford, Lewisboro, Pound Ridge, North Castle, and Harrison, while adding the town of Mount Pleasant, North Salem, and Ossining. </p>
<p>Castelli notes that this configuration is similar to the district’s historical makeup, before it was gerrymandered a decade ago. “The boundaries released by good-government groups create a district that is more compact, linking together communities of interest that are now fragmented, like the Valhalla School District, and the village of Briarcliff,” Castelli said.</p>
<p>The media has recently leveled a heap of criticism on the Senate Majority for not adopting an independent redistricting process. Castelli is quick to note that the Assembly Majority has also failed to bring the Governor’s independent redistricting bill to the floor for a vote. </p>
<p>The alleged issues with the maps in each house are similar. Castelli’s new district, for example, would contain nearly 132,000 residents, well above the mean population of 129,000. According to published accounts, several New York City districts have less than 124,000 people residing in them.</p>
<p>“I enjoy serving this district, and it is my great pleasure to do so,” Castelli said. “The proposed 93rd Assembly District is almost identical to the area that I currently represent, and would not give me any competitive advantage one way or the other. However, the fact remains the district was gerrymandered for partisan purposes and remains so. It should be constructed to serve the best interests of its residents.”</p>
<p>Castelli is the author of his own legislation for independent redistricting (Assembly Bill A5819), which differs from the Governor’s proposal, in that it would adopt a citizens redistricting commission, modeled after the process used in California, rather than an independent panel appointed by the Governor and legislative leaders. He was named a “Hero of Reform” by former New York City Ed Koch for his support of independent redistricting, since he first ran in 2010. </p>
<p>The maps released yesterday are only the first step in the process. There will be a series of public hearings, beginning next week, followed by the release of a revised set of maps. Then lawmakers will have to vote on such a plan, which will then go to the Governor for his approval.</p>

			<content:encoded><![CDATA[<p>Friends of the late Father Robert W. Hovda will mark the 20th anniversary of his death at an annual memorial mass on Monday, February 6th, at 6:15 PM at the University Parish of St. Joseph in Greenwich Village, Sixth Avenue and Washington Place.</p>
<p>Father Hovda, an internationally acclaimed liturgist, taught liturgy and ecumenism at The Catholic University of America, Washington, DC, and at the Jesuit School of Theology, when it was located in Chicago, IL. From 1965 to 1968 he was editor at The Liturgical Conference in Washington, DC, and authored the influential &#8220;Amen Corner&#8221; in Worship magazine.</p>
<p>Prior to his retirement, he served on the pastoral staff of St. Joseph&#8217;s in Greenwich Village. He died in 1992.</p>

<p>The people of the 19th Congressional District are hanging on by their fingernails, yet when they point out the consequences of this broken system, they are turned away by leaders like Congresswoman Hayworth who find it more expedient to focus on the few. We need a representative who won’t turn away, who knows these hardships and who responds to help in times of need. </p>
<p>I fully support President Obama for outlining such an ambitious agenda; for putting the country back on the right track and focusing on the issues that matter &#8211; for calling for a government and a financial system that serves all of us: no bailouts, no handouts, no cop-outs. When we get back to that set of values, we’ll be getting back to an America that will grow jobs, improve education, build newer, better infrastructure and serves the needs of each and every one of us.</p>

<p>House Has Already Passed Payroll Tax Bill That Includes Potentially Devastating Cut In Medicare Payments That Could Shutter Upstate Hospital Clinics – Urges Senate &amp; House To Protect NY Hospitals</p>
<p>Schumer To Release Hospital-By-Hospital Report Of Cuts He Opposes: Hudson Valley Hospitals Could Lose $77M, Western NY Could Lose $51M, Rochester Could Lose $57M, Cap Region Could Lose $93M</p>
<p>Schumer: This Would Be A Giant Step Backwards For Patient Care In Upstate NY, We Can’t Let It Happen</p>
<p>Today, Wednesday January 25th  at 12:30 pm on a press conference call, U.S. Senator Charles E. Schumer will call on Congress to reject legislation that would cut Medicare funding for Upstate NY hospital clinics by $486 million over the next ten years. The plan currently being considered could severely restrict access to hospitals and clinics throughout the state, potentially compromising patient access to health care. On December 13, the House of Representatives passed H.R. 3630, which included extremely damaging cuts to hospitals, including a significant Medicare hospital outpatient payment cut. The House passed bill would cut payments for hospital outpatient clinic evaluation and management (E&amp;M) services – among the most common outpatient services hospitals provide – by just under $1 billion statewide over 10 years. The legislation is currently being considered by a conference committee of House and Senate members, before the bill is finalized and voted on again by both chambers and sent to the President. Schumer will urge the conference committee members to remove the provision that could be devastating to Upstate hospitals throughout the state.</p>
<p>On the call, Schumer will release a hospital-by-hospital report detailing the millions in hospital funding cuts that he is fighting to prevent.</p>
