<p>Town Board Work Session<br />
January 24, 2012</p>

<p>1. Police Department Computer System<br />
The board decided to renew the current software maintenance contact for the department’s AS 400 system for six months instead of a year as requested by the Police Chief in order to give the board and the department time to discuss whether to upgrade to a new windows based system which could save the town money.</p>
<p>2. Gasboy repair/replacement<br />
The board gave the go ahead to spend $3,500 to repair the existing Gasboy system that tracks gasoline usage by vehicle and department and began discussions on two options to replace the 14 year old DOS based system. Also discussed was the need for more preventive maintenance in order to prolong the life of town vehicles.</p>
<p>3. Navajo Fields<br />
After being issued a Stop Work Order because he was making unauthorized changes to his approved site plan, the property owner came before the board with a revised site plan. He  must now apply for a building permit, a tent permit for a rolling “greenhouse” aka batting cage and a flood plain permit. The town is researching whether the previous wetlands permit will need to be amended, and if so, whether a public hearing will be required.</p>
<p>4. Sultana Ridge Association<br />
Supervisor Grace wants the property, which owes approximately $30,000 in back taxes, to be dropped from the pending foreclosure proceedings, arguing that the liability to the town for taking over the parcel would be greater than the back taxes. It was also suggested that the Association enter into an Installment Agreement to pay the back taxes even though the Association’s representatives told the board that the group could not pay off the amount in the required two years as it had no guaranteed source of income. The Association’s request for a reduction in the property’s assessment was put aside as there are two tax certiorari challenges pending.</p>
<p>5. Modifications to contract with the town’s traffic consultant<br />
Planning Director John Tegeder wants the board to amend the contract with the town’s outside traffic consultant so that the consultant can be hired to review the traffic chapter for the Costco DEIS and also the traffic plan for the expansion of the Faith Bible Church. Supervisor Grace initially expressed misgivings about this initial additional cost to developers but said he would go along with the plan if a defined scope of services was provided.</p>
<p>6. Update on Route 202<br />
Planning Director John Tegeder  gave an update on upcoming and potential improvements to Route 202 by  Costco, the NYS Department of Transportation and State Land Corp. Supervisor Grace wants to convene a roundtable discussion to try to get state funding for infrastructure improvements along Route 202.</p>
<p>7. Holland Sporting Club<br />
The board awarded the bid for the asbestos abatement but rejected a bid to have the demolition work done by an outside firm. The board is still gathering cost information to see what it would cost if the Highway Department did the demolition work.</p>
<p>8. Noise ordinance<br />
Possible amendments to the existing Noise Ordinance that would restrict the use of certain types of construction equipment on Sundays was tabled because of problems identifying what types of equipment should come under the restrictions and also whether it was fair to prohibit the use of such equipment on a specific day of the week.</p>
<p>9. Landmarks Commission<br />
Seven residents expressed interest in serving on a revived Landmark Preservation Commission. It was not clear whether the board would interview each person individually or appoint the entire group at the next meeting.</p>
<p>10. Other board appointments to be made February 7th: Ray Arnold to the Cable Committee and the reappointment of  Gordon Fine as chairman of the Zoning Board of Appeals at the next regular meeting.</p>
<p>12. Greg Ball’s Woman of Distinction Award<br />
The board agreed to nominate Kathleen Quinn, head of the Support Connection.</p>
<p>13. Conference attendance policy<br />
No action was taken on the request of the Library Director to attend a conference at the town’s expense in light of the fact that there was no money set aside in the 2012 budget for the expense. </p>

<p>PJS Jazz Society to Present Versatile Jazz Vocalist Lynette Washington<br />
on February 12</p>
<p>Mount Vernon, NY – The PJS Jazz Society will present the popular and<br />
versatile jazz vocalist Lynette Washington at its next Second Sunday<br />
Jazz Series concert on Sunday, February 12 at the First Presbyterian<br />
Church on North Columbus Avenue here in Mount Vernon. Doors open at 5<br />
PM, there is an opening set by younger jazz musicians at 5:15, and<br />
then Washington will perform from 6-9 PM.<br />
     Tickets are $18 for non-members; $10 for PJS members; and $12 for<br />
students. Concerts are held in a cabaret setting, with food and<br />
beverages available for purchase.<br />
     Washington is a Brooklyn, NY native whose extensive music career<br />
in jazz, R&amp;B, and gospel has taken around the globe. Winner of the<br />
2005 Grand Prize Winner of the Jazzmobile / Anheuser Busch Jazz Vocal<br />
Competition, she was featured on WBGO’s “Singers Unlimited” show. She<br />
is an accomplished songwriter and arranger, as well, and has worked<br />
with many well-known artists, including Aretha Franklin, U2, Peter<br />
Gabriel, Celia Cruz and Clifford Jordan. She was a featured lead<br />
singer and musical arranger with New Voices of Freedom, the singers<br />
who appeared in U2’s documentary film Rattle &amp; Hum and then later<br />
shared the stage with the famed Irish rock band at Madison Square<br />
Garden and Radio City Music Hall in New York City.<br />
     Washington was also featured in a Special Olympics live telecast<br />
and the “Give Peace a Chance” video with Lenny Kravitz. In 2008,<br />
Washington paid tribute to Nina Simone at a solo performance held at<br />
Harlem Stage/Aaron Davis Hall. She is currently touring in the<br />
Off-Broadway production of Regina Taylor’s Crowns. Washington has<br />
released three CDs to date—Smoky Dawn, Live! At the Kennedy Center and<br />
Long, Long Ago.<br />
     The PJS Jazz Society presents the best in jazz every Second<br />
Sunday at the First Presbyterian Church, September through April. Area<br />
music fans know well enough that the PJS offers one of the best jazz<br />
“hangs” in Westchester. Held in the parish hall of the First<br />
Presbyterian Church, there is a decent break in the proceedings after<br />
the headliner finishes the first set, and often during the second set,<br />
many of the jazz musicians in attendance make their way to the<br />
bandstand for a jam session.<br />
     Each April the PJS Jazz Society honors a particular jazz artist<br />
or two at its special “Tribute to a Legend” concert, and the 2012<br />
honoree will be pianist Barry Harris. Last month’s concert featuring<br />
rising Hammond B-3 organ star Akiko Tsuruga included trumpeter Joe<br />
Magnarelli and tenor saxophonist Jerry Weldon.<br />
     Additional parking for the PJS Jazz Society concerts is available<br />
at the Holmes School adjacent to the First Presbyterian Church. PJS<br />
concerts are made possible, in part, by ArtsWestchester with support<br />
from Westchester County.</p>

<p>ALBANY, NY- The Associated General Contractors of New York State (AGC NYS)  today announced the 2012 LLC Board of Directors who were elected at the January 21, 2012 board meeting. </p>
<p>Mike Benson, President of BCI Construction Corp., Albany, was elected as Chairman of AGC NYS, LLC. Other officers elected to serve in 2012 include: Vice Chairman Paul Posillico, senior vice-president of Posillico Civil, Inc., Farmingdale; Treasurer Vincent Iannelli, president of Iannelli Construction Company, Inc., Brooklyn; Secretary Gary Hill, president of Union Concrete &amp; Construction Corp., West Seneca; and Immediate Past Chairman Butch Marcelle, president of The Fort Miller Co., Inc., Schuylerville. </p>
<p>Directors elected to serve a three year term include: Michael Kaleda of McKissack &amp; McKissack, New York; Jeffrey DiStefano of Harrison &amp; Burrowes Bridge Constructors, Inc., Glenmont; Stephen Compagni of Economy Paving Company, Inc., Cortland; and Patrick Murnane of Murnane Building Contractors, Inc., Plattsburgh.  Appointed to serve as Director at Large was Kevin Cannan of AAC Contracting, Rochester.  </p>

<p>CBS NEWS REPORT: &#8220;MASSIVE FRAUD&#8221; IN STAGED ACCIDENT</p>
<p> AUTO INSURANCE &#8220;COTTAGE INDUSTRY&#8221; </p>
<p>Billion-Dollar &#8216;Fraud Tax&#8217; Crime Syndicate Drives Up Rates </p>
<p>New York &#8211; Jan. 27&#8230;Staged car accidents and other auto insurance scams have become a &#8220;cottage industry&#8221; in states like New York and Florida, with organized criminal gangs and crooked medical facilities bilking hundreds of millions of dollars from insurance companies and hiking rates for innocent drivers.  The problem is outlined in this television report released last night from CBS News.</p>
<p>Florida is advancing legislation to crack down on these scammers &#8211; who have murdered innocent victims preyed upon in staged accidents &#8211; but no progress has occurred in New York, where trial lawyers, who profit off auto accidents, have lobbied to prevent reform, the group New Yorkers Stand Against Auto Insurance Fraud (NYSAIF) today charged.   Every single New York City District Attorney has asked for new laws to crack down on the dangerous and costly crime epidemic, which has cost New York drivers an estimated $1 billion in higher auto premiums over the past five years. But still, legislation to give law enforcement officers the tools they need to crack down on this crime wave remain holed up in committees, where they have sat for years. </p>
<p>NYSAIF is urging Governor Andrew Cuomo and New York lawmakers to immediately address the crisis to protect citizens from harm and to break up organized criminal enterprises that are growing larger each year. There is no law in New York State expressly forbidding staged auto accidents. </p>
<p>&#8220;Criminals are making a mockery of our laws in New York, people are getting hurt, and nothing is being done about it,&#8221; said former Kings County Assistant District Attorney and NYSAIF spokesman David Schwartz.  &#8220;New Yorkers pay 53% more in auto insurance premiums on average than drivers in other states, largely because of staged accidents and other auto insurance scams.  In some cases, civilians have been killed. It&#8217;s insanity. Something has got to get done this year.&#8221;</p>

<p>Westchester Legislators Welcome Seniors at Speak-Out in White Plains</p>
<p>White Plains, NY – A wide representation of the Westchester County Board of Legislators (BOL), led by Chairman Ken Jenkins (D-Yonkers) and Community Services Committee Chair Alfreda Williams (D-Greenburgh), were on hand to welcome the Westchester County seniors attending the annual Legislative Speak-Out and Breakfast this morning at the Westchester County Center. </p>
<p>     Among the topics discussed by both residents and elected officials was the impact of the proposed federal and state budgets for 2012-2013 on seniors. The Speak-Out and Breakfast is an important opportunity to emphasize the need for comprehensive and efficient programs for seniors, and a number of the comments and questions offered by residents dealt with topics ranging from Social Security to health care reform, taxes and mental health services.</p>
<p>     “This event allows us to hear from you, face to face, much in the same way we heard from County residents at the Board of Legislators’ public hearings on the budget,” Jenkins remarked to the participants at the Speak-Out. “Your ideas and concerns help us direct our efforts and energies when discussing spending and policy. Please know that the Legislators are always eager to hear from you. That’s what democracy is all about.”</p>
<p>     Legislator Alfreda Williams, who serves as Chair of the BOL’s Community Services Committee, a co-sponsor with Westchester County’s Department of Senior Programs and Services (DSPS) of today’s event, said, “The Speak-Out is a great opportunity for Westchester’s seniors to express their concerns directly to the elected leaders who have been entrusted to protect and support programs that address the needs of our residents. In a forum like this, people feel comfortable talking about all kinds of issues, and the give-and-take can be very educational and beneficial to all.”</p>
<p>     This past week, the BOL Legislation Committee, chaired by Legislator Bill Ryan (D-White Plains), began work on preparing the Joint Legislative Package, which is sent to the lawmakers in Albany and serves a general wish-list for program support and funding for Westchester County. Chairman Jenkins noted that hearing from residents at this point in the process during the preparations of the legislative package will help the legislators and other elected officials, including the County Executive, focus on the needs of seniors.</p>
<p>     Chairman Jenkins said that one of the big issues he hears about from seniors is the need to protect access to senior centers, many of which are funded through Community Development Block Grants (CDBG) awarded by the U.S. Department of Housing and Urban Development. Recent friction between County Executive Astorino and HUD officials and the federal monitor of the Westchester County fair and affordable housing settlement have threatened future CDBG grants coming to Westchester.</p>
<p>     The need for public transportation was also addressed at the Speak-Out. Last week, Legislator Judy Myers (D-Larchmont) held a press conference in Rye and, joined by residents in front of the Milton Point senior complex, demanded restoration of the Route 76 county bus line between Port Chester and Rye.</p>
<p>     “Either you are on the side of seniors and focusing on their needs or you aren’t—it’s that simple,” Jenkins concluded. “Around Westchester, seniors know the Board of Legislators consistently works to address their needs and protect the services they require—and deserve.”</p>

<p>What is an enabler?  It is one whose action, inactions or silence allows an action that is injurious to continue.  In personal life it is one who buys or gives money to an addict in order for them to purchase or score that which they are addicted to.  In politics it is one who stands by while something they in their hearts knows is wrong goes on.  You will find this when an elected official stands by while one of their own party is engaged in something not quite right and remains silent.  This in politics is the most common form of enabling. </p>
<p>We, in New York have two enablers in the United States Senate.  Senator Charles Schumer, who is safe for another four years and Kirsten Gillibrand who is up for re-election this year. Their mode of enabling is silence.  What are they silent about?  By constitutional authority the Congress and Senate must produce a budget every year.  Congress has done its duty when last year they passed their &#8220;Path To Prosperity&#8221; budget.  The Senate had blocked time and time again any consideration of this budget. They have not produced any alternative budget.  In fact they have not produced any kind of budget since April, 2009, almost one thousand days.  </p>
<p>This is direct abrogation of their constitutional duty.  Yet, both Senators Schumer and Gillibrand have remained silent while this President lies to the people about a &#8220;do-nothing&#8221; congress&#8221;. The Republican lead Congress has passed since they took control over 50 bills, including proposed budgets and the Senate has yet to take up any of them for consideration.  The truth is you have a &#8220;do-nothing&#8221; Senate.  That legislative body lead by the Democrats.  </p>
<p>While in a way Gillibrand can excused for her silence, after all she hides in Schumer&#8217;s shadow and does nothing on her own. Schumer, on the other hand, is the third most powerful member of the Senate and there is no excuse for his silence.  However their is an explanation.  It is called &#8220;politics&#8221;.  He, along with the rest of the Democrats in the Senate, knowing they have a complicit media, are hoping the public buys the template of &#8220;do-nothing&#8221;Congress.  Recent polls show they are not mistaken in this hope.</p>
<p>Media silence on the constitutional abrogation going on in the Senate have people believing that it is the congress that is doing nothing.  The template that the &#8220;tea party&#8221;, conservatives, right wing radicals, take your pick of invective, are blocking any kind of compromise.  Compromise is not on the table.  The Senate&#8217;s inaction proves that.  What the template really means is that the Republican will not give up their principals and give the Democrats everything they want.  </p>
<p>That is not compromise, it is concession, and the Democrats with the willing help of the media will accept nothing else.  It is time to return Kirsten Giilibrand to private citizen.  By her enabling, she has proved the Constitution has no meaning, only party loyalty has meaning.  You can put an end this year to a &#8220;do-nothing&#8221; Senate in November.  It is your duty to do so.  This is my opinion, you may beg to differ.</p>

<p>THE OSSINING LIBRARY FOUNDATION PRESENTS A JAZZY SATURDAY AFTERNOON CONCERT WITH TED DANIEL AND HIS INTERNATIONAL BRASS &amp; MEMBRANE CORPS.</p>
<p>(Ossining, NY) On Sunday, February 12, the Ossining Library Foundation will present Ted Daniel and his International Brass &amp; Membrane Corps. at 3pm in the Library’s Budarz Theater. An audience favorite, the Ossining resident and jazz talent returns to the Library with his band in celebration of Black History Month. Reservations are not required for this free concert. Doors open at 2:30 and seating is on a first-come, first-serve basis. The Ossining Public Library is located at 53 Croton Avenue in Ossining. <p>Trumpeter Ted Daniel grew up in Ossining, frequently collaborating with legendary guitarist Sonny Sharrock before studying music theory and composition at City College of New York. Daniel performed with a number of ensembles and jazz musicians including Brute Force, Archie Shepp, Dewey Redman, Andrew Cyrille, Sam Rivers, Billy Bang and Henry Threadgill, taught workshops and master classes throughout the United States as well as in Japan and Spain, and received a compositional grant from the National Endowment for the Arts before forming the International Brass and Membrane Corps. Daniel describes the IBMC trio as a “flexible and expandable creative music performance group,” utilizing brass instruments and a variety of percussion. </p>

<p>As a new county legislator representing Ossining, Briarcliff, Croton, Cortlandt and Peekskill, it is so important that I hear about the issues that matter to you.  That’s why I’m hosting two informal conversations with your neighbors (with coffee, of course) – February 4, 9:30am &#8211; 11am at the Black Cow in Croton and March 3 from 10am-12noon at the Peekskill Coffeehouse.</p>
<p>In every public service role in which I have served – as town supervisor in Ossining, as chief of staff to Assemblywoman Galef, as a member of the Ossining village board, or as a community volunteer &#8211; the greatest accomplishments have always come through  collaboration. Working together, we can find solutions, create opportunities, and build stronger communities.  I encourage you to share your thoughts, your concerns, and your ideas with me at any time.  As the legislator representing our communities, it is my job to make sure your voice is heard at the county level.</p>
